How do I claim a Transportation Allowance on Crown volumes and what items are eligible?
The APMC reimburses battery operators for eligible trucking costs for royalty oil delivered to the Crown’s account. A claim is made via the edit TAOC screen in the Registry in a $/m3 format. How can I ensure the APMC will receive the Pipeline Splits entered in the Registry?
The Petroleum Registry provides a ‘Submitted Successfully’ message when a file has been received. This does not necessarily mean the information in the file was received in a format that successfully created the desired record. There are two main methods to verify your APMC pipeline split reports will be received by the APMC:
- Check your Registry inbox for your notification results after every batch upload. The notification results will detail any records that were sent but rejected. Reasons for records being rejected can vary but this is commonly due to the use of invalid Custody Transfer Points and/or Receiving Facilities.
- Check the Oil/LPG Pipeline splits – Query Transportation Allowance and Overdelivery Claims screen. If the submitted shipper/owner splits appear on this screen when you perform a query, than the APMC should receive the submitted reports.
How do I report Crown oil deliveries that are shipped outside of Alberta?
Occasionally, Alberta production is delivered to a facility outside of the province. In order to report these shipper splits, battery operators must utilize the “Add” function located within the Edit Transportation Allowance and Overdelivery Claims screen as follows:
- Select the Add button causing a pop up window to appear.
- Enter the required information including the Delivering/Receiving facility and Custody Transfer Point (CTP). Out of province Receiving and/or CTP facilities may be used by specifying the province (generally BC or SK), then the facility type and ID (for example (SK PL 0000063).
- When a BC or SK Receiving or CTP facility is entered in the Add TAOC window, the facility ID is not subject to an edit for validity. This will allow for a facility ID to be entered that is utilized by the APMC, but has not been assigned by the Registry.
- Input the APMC, Claim and Over delivered volumes as well as any Transportation Allowance Claim and press the submit button on the Add TAOC window. The Edit TAOC window will appear with a message stating a claim record has been added.
- On the Edit TAOC screen, click submit to submit the added TAOC record to the Registry/APMC.
- Please contact your APMC representative for information on the applicable BC and Saskatchewan facility codes for Crown Oil Royalty reporting.
Can I use the Add function to enter the Crown’s pipeline split volume once the pipeline split is locked?
Yes, once the EUB Volumetric deadline has passed and the current month is advanced in the Registry, all pipeline splits are locked (frozen) and the Add TAOC function accessed via the Edit Transportation Allowance and Overdelivery Claims screen can be utilized. The Add function will not work for Alberta Receiving or Custody Transfer Point facilities until the split has been locked.
Can I report Crown volumes that are held in inventory on the Registry?
Currently, there is no functionality to report Crown inventory volumes on the Registry. Battery operators can submit an APMC 122 form via fax or e-mail to report situations where Crown volumes are held in inventory to prevent from being invoiced when current month production is expected to be delivered in a future month. Please contact your APMC representative for further information on this process.
How are over/under-deliveries handled in the Registry?
The APMC does not require under delivered volumes to be amended via the Registry. Once the Crown determines an under delivery has occurred, they will either invoice the operator, or request delivery of the shorted volume in a future month. Please contact your APMC representative directly with questions regarding the settlement of under deliveries.
The Crown requires battery operators to claim back over delivered volumes via the Petroleum Registry’s Transportation Allowance and Over Delivery Claim process. Refer to Petroleum Registry Training Module 4.12a for further detail.
Why is my Registry TAOC record different than the amount appearing on the Operator Royalty Confirmation report and how does this impact my over delivery claim?
Each month the APMC performs a verification process of current month deliveries. The Operator Royalty Confirmation Report reflects confirmed volumes that have been received by the APMC on a Crown shipper’s balance. These may be different than the volumes reported in the Registry.
The Royalty Confirmation Report should be examined monthly. Contact your APMC representative if clarification is needed regarding any discrepancy between your Registry submission and the confirmed APMC volume.
Claiming back over deliveries via the Registry in such situations may result in a warning message being displayed that the claim and overdelivery together are greater/less than the APMC royalty volume. This warning is for informational purposes and the over delivery claim may still be successfully submitted.
