When there are two plants coming in to a single meter station who enters the volumes into the Registry for the two plants?
The Common Stream Operator (CSO) creates a volumetric submission for the meter station with two receipt transactions – one for each gas plant.
Does the ISC screen validate the heat range? If so, what are the heat range values?
Yes, energy is calculated based on Volume and a valid heat range for each component. Products produced at one facility may be recognized at another as a different product. For example oil produced at a battery may be called condensate by the pipeline receiving the product. This results in production of oil and a disposition of condensate at the battery. How does the Registry balance products in this type of situation?
The Registry has product groupings that balance different products together. At batteries the product group is Oil and includes Oil, Condensate, C5-SP (pentanes plus). At a gas plant or gathering system the group is C5-SP and includes Oil, Condensate and C5-SP. If gas is delivered to an Alberta pipeline, is the pipeline required to set up the Meter Station in the Registry?
If the reporting facility that is delivering to pipeline is also a pipeline, then a meter station is not required. All other facility types delivering or receiving (i.e. gathering system or gas plant) from or to a pipeline must go through a meter station. In these cases, a meter station would have to be set-up.
We operate a GP, which fractionates NGL mix. Some of the C2-MX is used as plant fuel. What is the proper way of reporting this?
Any products that are used as fuel are reported with the activity of FUEL, the particular product, and the "from/to" facility representing the facility ID where the activity occurred. In this particular example, the stakeholder would report:
Reporting facility = GP
Activity = FUEL
Product = C2-MX
From/To: = GP
