Volumetrics: General

Alberta oil and gas facility operators are required to report volumes to the Alberta Energy Utilities Board (EUB).  Can this be done outside the Registry?
The Registry is the only method for reporting monthly volume data for all Oil and Gas active facilities such as batteries, gas plants, pipelines etc.  There are two exceptions to this rule Waste Plants and the Oil Sands projects report directly to the EUB not through the Registry.


What is meant when it is stated the Registry auto populates volumetric data?
Historically when volumes were reported to the EUB both the disposing and receiving operators reported a volume.  In many instances there were differences that resulted in the EUB needing to reconcile volumes.  In the Registry (except in limited cases) the volume is reported by the receiving operator and the disposing operator is auto populated with that volume.  If there is a disagreement between the two operators the EUB is not impacted and industry must resolve the issue by having the receiving operator submit an amended volume. Another example of auto population is the creation of the opening inventory volume it is equal to the prior month’s closing inventory volume there is no opportunity to report an opening inventory it is always calculated (auto populated by the Registry).

What is the meaning of the red letter 'P' in the DISP transaction?
The DISP is an auto-populated transaction based on a receipt transaction at the receiving facility. The red letter P will exist until the first submission is made for the facility by the operator.  The auto populated activities are not considered a submission they are pending until a submission is made for facility that has the auto populated data.

How and when would I report a disposition?
Generally speaking, the receipt auto-populates the disposition if the receiving facility is an Alberta reporting facility. Other disposition (i.e. out-of-province, commercial, industrial and residential use) are made by the operator of the disposing facility.

When amended data is submitted by other facilities that affect my facilities will I be notified?
You will not be notified when the volume data is submitted the first time, however, you will receive a notification when the volume data has changed.  This notification will include the details of what has changed. This may cause a facility imbalance to occur that you will then have to manage with an amendment submission.

When you query volumetrics for a facility sometimes the “from/to” information for a disposition does not show up.  Why is this?
At the request of Industry, a security blanket was established that prevents users from seeing details regarding dispositions unless they are identified as the operator of the disposing facility or an owner (BA) named by the operator.

How can I get access to this “from/to” information?
There are two methods for the facility operator to name other BAs who are entitled to this information.  A monthly allocation submission for the specific disposition which names the owners or a task called “Edit Distribution List” will allow those named to access to the “from/to” information when querying the volumetrics.

Will the Registry create an amendment if I submit before the EUB Volumetric deadline?
Yes, the Registry will create an amendment regardless whether it is before or after the deadline, each submission is an amendment, with the very first submission being amendment zero.

If a client makes two identical submissions to the Registry in a row for the same reporting facility and production month will the Registry create two amendments?
Yes, even though no change was made, the Registry will create an amendment.
